Inicia Escuela de Invierno de Robótica 2023 – 2024 de la UTSV

Para proporcionar un panorama más amplio y actual de la Robótica, la Federación Mexicana de Robótica A.C. y la Universidad Tecnológica del Sureste de Veracruz, arrancaron la Escuela de Invierno de Robótica 2023 – 2024. Con cursos teóricos, demostrativos, talleres teórico-prácticos y conferencias magistrales impartidos por reconocidos especialistas de experiencia nacional e internacional, los estudiantes asistentes están descubriendo el mundo de la creatividad y tecnología. En el primer día de actividades, los asistentes escucharon con gran interés al Dr. Alberto Petrilli Barceló de la Universidad de Tohoku de Japón, con la Conferencia Aprendizaje por refuerzo, Mtro. Julio César Sandria Reynoso, con la Conferencia De los Robots de competencia a la Innovación Tecnológica, el Conversatorio; Robótica pasado, presente y futuro, con la Dra. América Morales, Dra. Claudia Esteves y el Dr. Juan Humberto Sosa Azuela y al Dr. Jesús Savage de la UNAM, con Comportamientos reactivos para robots. La inauguración estuvo presidida por la Dra. Norma Angélica González Sandoval, Presidenta de la Federación Mexicana de Robótica, Lic. Adriana Yolanda García Garay, Directora de Educación en representación del Lic. Amado Cruz Malpica, Presidente Municipal de Coatzacoalcos, Ing. Karim Pérez Saldívar, Director de Innovación Municipal, en representación de la C. Esmeralda Mora Zamudio, Presidenta Municipal de Nanchital y la Lic. Lizeth Gómez del Río, en representación del C. Ramón Hernández Toledo, por la H. Sección núm. 11 del Sindicato Petrolero, patrocinador de la Escuela de Invierno de Robótica 2023 – 2024 y el Rector de la UTSV Mtro. Julio César Sandria Reynoso, personal docente y administrativo

A LA OPINION PÚBLICA

La Universidad Tecnológica del Sureste de Veracruz (UTSV), como Organismo Público Descentralizado del Gobierno del Estado de Veracruz, funciona a través de presupuesto público federal y estatal, lo que hace que la regulación de su funcionamiento esté normada por ordenamientos de ambos niveles de gobierno, por lo que para efectos de regular las Condiciones Generales de Trabajo, el 26 de octubre de 2023, la UTSV solicitó al Sindicato Único de Trabajadores de la Universidad Tecnológica del Sureste de Veracruz (SUTUTSV) la Toma de Nota vigente y Constancia de Legitimación del Contrato Colectivo del Trabajo, emitida por el Centro Federal de Conciliación y Registro Laboral, de conformidad con los nuevos lineamientos establecidos en la Ley Federal del Trabajo; en consecuencia, el 29 de octubre de 2023 la Lic. Esperanza Ortiz Salum, Secretaria General del SUTUTSV respondió mediante oficio donde pretende acreditar su representatividad y el registro de legitimación del contrato, lo cual no cumple con la normatividad respectiva.

Por lo que con oficio de fecha 20 de noviembre del año 2023, la UTSV hizo de conocimiento al SUTUTSV que al no mostrar la “La Constancia de Representatividad”, documento que es necesario de acuerdo con las Reglas Específicas que establece la Ley Federal del Trabajo para que se garantice el Principio de Representatividad y toda vez que, NO existe registro de la consulta para la legitimación del Contrato Colectivo de Trabajo suscrito en la revisión contractual bienio 2022-2024, dentro de los términos establecidos por la Reforma Laboral del 1º de mayo del 2019, es decir, antes del 1º de mayo del año 2023; consecuencia de ello, la Universidad Tecnológica del Sureste de Veracruz da por terminado dicho Contrato Colectivo, ya que no se encuentra debidamente legitimado.

Derivado de lo anterior; resultó necesario emitir circular, mediante la cual se hizo del conocimiento al personal académico, administrativo y directivo de la UTSV que, a partir de la fecha se ha tenido por terminado el Contrato Colectivo de Trabajo suscrito en la revisión contractual bienio 2022-2024 con el SUTUTSV, en la que se resaltó que, dicha terminación NO MODIFICA las prestaciones y derechos en favor de las y los trabajadores de la Universidad Tecnológica del Sureste de Veracruz, MISMAS QUE SE HAN CUBIERTO EN TIEMPO Y FORMA HASTA EL DIA DE HOY conforme a las leyes laborales que al respecto se establecen; resaltando que, cualquier trámite relacionado, se realizará a través de la Jefatura del Departamento de Recursos Humanos, para mantener buen clima laboral en beneficio de los servicios que prestamos a los alumnos que buscan a través de la educación ser mejores ciudadanos.

Con fecha veinte de diciembre de 2023, el SUTUTSV pretendió emplazar a huelga a la UTSV, ante el Juzgado Especializado en Materia Laboral, con residencia en Coatzacoalcos, con la finalidad de obtener la firma de un nuevo contrato colectivo, ya que el último no fue legitimado en el Centro Federal de Conciliación y Registro Laboral, el Juzgado se declaró incompetente en razón de la materia, al ser la patronal, Institución Pública de Educación Superior con carácter de Organismo Público Descentralizado del Gobierno del Estado, declinando la competencia al Tribunal Estatal de Conciliación y Arbitraje, quien hasta el momento no ha notificado resolución alguna.

El día tres de enero de 2024, se mantuvo el diálogo con la parte sindical, en buenos términos, con la intención de dar seguridad y certeza al gremio que sus derechos y prestaciones están garantizados, bajo los principios preponderantes de la ley y ante todo, procurando el bienestar y cumplimiento de los objetivos, planes y programas administrativos, financieros y académicos de la UTSV.

El día 4 de enero de 2024, se intentó continuar el diálogo con la parte sindical, donde estuvo presente el abogado del sindicato, Lic. Facundo Acevedo Morales, quien no reconoce que el SUTUTSV no cumplió con el proceso de legitimación del Contrato Colectivo de Trabajo, sin aceptar que los derechos de los trabajadores se preservan, y que será la autoridad laboral competente quien pudiera reforzar con fundamento legal sus nuevas demandas; sin embargo, rompieron diálogo y en una postura visceral, amenazando en todo momento el estallamiento de huelga del día 5 de enero, aún sabiendo que sería un proceso ilegal, arriesgando así la estabilidad laboral de los trabajadores de la UTSV y afectando el inicio de clases de cuatrimestre enero de 2024.
